This power cable is a unique version of the almost identical C13 used in computers and monitors everywhere. The reason for the key (ridge opposite the ground pin) is to enforce their temperature rating. This cable, the c15, is rated to 120 degrees Celsius rather than the 70 degrees Celsius of the similar C13 standard. The official designation in Europe for the C15 is 'hot condition' connector. The key is designed such that you can use an High-temp rated cord to power a computer, but not a computer cord to a high-temp device.
My xBox 360 power brick doesn't have the key so this cable isn't required, but I've heard that some out there do, probably due to the overheating issues known to plague the 360.
